Casino visits by Singapore citizens and permanent residents declined in 2025, according to the Gambling Regulatory Authority’s (GRA) latest annual report. About 94,000 locals visited casinos last year, down from roughly 99,000 in 2024.
The report also showed a drop in the number of casino levies purchased. Annual levy holders fell from around 7,100 in 2024 to about 6,700 in 2025. A day levy costs S$150, while an annual levy is priced at S$3,000. Singapore’s two integrated resorts with casinos are Marina Bay Sands and Resorts World Sentosa (RWS).
Despite the decline in visits, the prevalence of problem gambling among residents remained low and stable at around 1.1%, based on a 2024 survey by the National Council on Problem Gambling.
In his foreword, GRA Chairman Tan Tee How said the authority is continuing to modernise its regulatory framework by adopting new technologies, data-led approaches and updated oversight methods. However, he stressed that human judgement remains critical to effective regulation.
Mr Tan added that the GRA is working closely with casino operators to strengthen compliance cultures and is deploying artificial intelligence tools to identify unusual activity and potential at-risk behaviour. He also cited overseas developments, including in Australia, where regulators have taken tougher action against operators that fail to provide safer gambling environments, underscoring the need to protect vulnerable individuals.
The report noted that in November 2025, the GRA renewed RWS’s casino licence for only two years—shorter than the usual three—after determining that its tourism performance was unsatisfactory.
Separately, the authority said it suspended approvals for certain gaming machine rooms at six SAFRA clubs in September 2025 due to failures in conducting required social safeguard checks.
Overall, the GRA highlighted its ongoing efforts to expand the use of data analytics and visualisation tools to identify trends, anticipate regulatory risks and better assess emerging betting behaviours, including initiatives aimed at steering gamblers away from illegal channels.
